The City of New Lisbon, located in the heart of Central Wisconsin, is seeking a highly motivated, organized, and service-oriented professional to serve as its next City Clerk/Treasurer. This is a key leadership position responsible for statutory duties as established under Wisconsin law while overseeing the City's financial operations, elections, records management, licensing, budgeting, and day-to-day administration of the Clerk/Treasurer's Office.
The successful candidate will be a collaborative professional with strong accounting and organizational skills who enjoys working with the public and elected officials in a fast-paced municipal environment.

Position Summary
Reporting directly to the Common Council, the City Clerk/Treasurer performs the statutory duties prescribed under Wisconsin Statutes and serves as the City's chief records officer and financial administrator. Responsibilities include administering elections, preparing meeting agendas and minutes, maintaining official records, managing municipal finances, preparing budgets, coordinating licensing, overseeing accounts payable and receivable, assisting with payroll and benefits administration, and ensuring compliance with state and federal regulations.
This position requires sound judgment, discretion, excellent customer service, and the ability to manage multiple priorities while working independently with minimal supervision.
Essential Responsibilities
Responsibilities include, but are not limited to:
Clerk Duties
- Administer all federal, state, and local elections.
- Prepare agendas, meeting packets, minutes, and official records for the Common Council, boards, commissions, and committees.
- Publish legal notices and maintain official municipal records.
- Coordinate licensing activities including alcohol, operator, tobacco, and other municipal licenses.
- Assist with zoning, conditional use permits, ordinance amendments, and other administrative processes.
- Draft ordinances, resolutions, correspondence, and official documents.
- Coordinate Board of Review and Census activities.
- Provide exceptional customer service to residents, businesses, and visitors.
- Any other tasks assigned.
Treasurer Duties
- Maintain all municipal accounting records and financial reporting.
- Reconcile bank accounts and manage City cash flow.
- Prepare annual operating budgets with department heads and the Common Council.
- Process accounts payable, deposits, invoices, and financial reports.
- Coordinate annual audit preparation and reporting requirements.
- Maintain records related to taxes, assessments, utility billing, debt service, and regulatory reporting.
- Assist with payroll administration, employee benefits, and municipal insurance.
Qualifications
The ideal candidate will possess:
- High School Diploma or equivalent (Associate's Degree or higher preferred)
- Municipal government experience preferred
- Minimum two years of experience in clerical, accounting, bookkeeping, finance, or administrative work, or an equivalent combination of education and experience
- Strong accounting fundamentals
- Excellent written and verbal communication skills
- Exceptional organizational and time management abilities
- Proficiency with Microsoft Office (Word, Excel, Outlook)
- Ability to learn Caselle Connect financial software and website management tools
- Knowledge of Wisconsin election administration and WisVote is preferred
- Ability to interpret Wisconsin Statutes, administrative rules, and municipal policies
Certifications
Must possess or be able to obtain:
- Wisconsin Certified Municipal Clerk
- Wisconsin Certified Municipal Treasurer
- Election Administration Certification
- Board of Review Clerk Certification
- Notary Public
- Valid Wisconsin Driver's License
- Ability to be bonded
